TCP/IP (send) stopped working (Receive works)

TCP/IP stopped working. Can't see the domain server or any computers on the
network. Here is what I see: (Yes, logged in as administrator)

In the Local Area Network Properties the Advanced tab is missing. Only
General and Authentication tabs are there. (So I can't check XP firewall
settings)
In TCP/IP properties the IP is set to static and everything looks normal.
The Icon in the systray says the network is active. (If I unplug, it tells
me.)
Click on Status - shows 0 bytes sent, but received keeps increasing.
Under the support tab, everything is blank.
Clicking repair gives a message, Failed to query TCP/IP - can't continue.
In task manager under the Networking tab it says, No active addapters found.

Here is what I've tried:
I ran a full virus scan with Norton ver 9.0 with the latest definitions.
I completely removed the Antivirus program.
I reinstalled SP2
I ran netsh int ip reset reset.log
I right clicked on nettcpip.inf and selected Install
I installed three different nic cards. (several times)
I unplugged the net cable from a working machine and tried it with this
machine.
I added nwlink protocol and with that can connect to other machines that
have nwlink installed. So I know the cabling is working.
Tried the above again in safemode with network support.

Is there anyway to get Tcp/ip working again?
Is the next step to reinstall XP??

PS Running IPCONFIG displays:
An internal error occured. The request is not supported.

Also, ran System Restore to a point where is was known to work. Still no
change.
Ran System Restore again to a few days earlier and now it works. All back to
normal. Still no clue what happened. But at least it works now.

Keith,

isn't System Restore something wonderful? As long as it works,
anyway.

Now we need a "Repair Everything" function. :)-)
