I was advised here to reinstall tcp/ip to solve a
connection problem. I'm running Windows XP Home. Trying
to change the network connection properties, it tells me
tcp/ip is installed by default and can't be uninstalled.
I seem to recall a Comcast tech using a utility
to "reset" tcp/ip to get my initial connection going, but
I don't know what utility. Any ideas?

http://support.microsoft.com/default.aspx?scid=KB;EN-US;Q299357
describes how to reset the TCP/IP stack to its initial installed state.
The command is "netsh int ip reset <filename>", where filename records
the results log, which you can inspect to see if successful.
