TCP / IP Printer

I would like to connect to a printer via TCP / IP
setting. I would like to know which one should I choose:

Network Printer --> URL Address OR
Local Printer --> Create a New Port --> TCP/IP Port

What is the difference ?

First question - is the printer configured with a print server/card?
Second - has it been assigned a TCP/IP address on your network? Third - is
your company using a print server to share the queues and spool the print
jobs?

If 1 and 2 are yes, you should create a standard TCP/IP port with the
correct IP address and set up the printer as a local printer. If 1, 2, and 3
are correct, you can add the printer as a network printer by browsing to the
server in the wizard and selecting the shared printer.
