tcp/ip or socket problem

I can ping pretty much anywhere through my dialup
connection, but I cannot access web pages. Sometimes they
are not available, other times they take 5 minutes to
partially load. In each case as soon as hit refresh or
insert a new url, a continuous ping in command prompt
fails on timeout. I tried a winsock fix, no dice. Any
ideas?
