anyone know why my task manager window changed and why it
cannot be closed, cannot minimized. In fact there are no
more toolbar at tht top.

double click inside frame in a grey area.

Just double-click the outer frame and all tabs will be back.
Alternately, download the reg patch and run it.

Task Manager Reset settings
Resolves the problem of missing Task Manager tabs, menu items etc.
