Although by default the task bar appears on the bottom of the
screen, it can be on any of the sides you prefer it on. To move
it from any side to another, simply click on an unused part of it
and drag it where you want it.
If it won't move, it may be locked. In that case, right click on
it and uncheck "Lock the taskbar," then try again.
I have the same problem- my task bar was suddenly at the top of the screen. It was not locked but would not move. Eventually, it did move to the ride side of the screen, but I can't get it to move to the bottom. I can get it to expand in size left to right but not relocate or change size top to bottom.

Sadly, that did not work. If I click it in just the right spot (I don't know the name- the spot where you get an arrow and can adjust the size of the window) I can make it larger or smaller. But I cannot move it to a different spot. If the task bar is not locked, what else could be stopping me from moving it?
