taskbar

When I try to do a right-click->properties on the taskbar
I get the message
"This operation has been cancelled due to restrictions in
effect on this computer"
Additionally the "taskbar" icon does not appear
under "start"->"settings"

Does anyone know what setting causes this?

If your logging on to a domain, access has probably been
restricted through group policy.
