Taskbar Toolbar won't go away

The Language bar keeps showing up on the Windows XP taskbar after logging
in, no matter if I reboot, logout, logout then reboot, or what. Every time
I log in I have to right-click on the taskbar and choose Toolbars==>Language
bar to de-select it.

Why is this happening and how can I make the disabled state persistent?

Right the Language bar, then select Settings>Language Bar - uncheck 'Show
Language bar on the Desktop'.
