Taskbar toolbars sub-menu cannot be enabled

Can anyone suggest how I can re-enable the Toolbars menu on the taskbar
right-click menu? I am running XP Pro SP2 with 1.0Gb of RAM and an AMD
2700+ CPU.

On right-clicking the taskbar, I get the normal menu appear. Clicking
Toolbars reveals the menu but will everything ghosted and unavailable.
I can access elements like the Language bar through the Control Panel, but
nothing via the taskbar toolbars menu.
