After uninstalling some Google desktop search application, after it kept
bothering me with error messages, my start menu and all desktop items
disappeared the next time I restarted my laptop.
Now, I can still access programs from the task manager by pressing
alt+ctrl+del, but certain programs will not open, like internet exploerer or
control panel. I've tried installing SP2, but nothing changed.
Is there a patch or some sort of fix that would help me get things back to
normal? Any help or hint would be appreciated. Thanks.

I think that some file are corrupt on you windows installation. First do a
SFC /scannow to check the OS files for original version.

Does the same problem happen in safe mode?

Did u try a last known good configuration?
