taskbar response

I cannot get my taskbar to respond...I have checked for
viruses, defragmented, disk cleanup, removed unwanted
programs,,,I also emailed Compaq for support, they are
sayinkg it is Microsoft they think...what should I do??I
also seen a 'Cathy' had the same problem..have tried
different areas to get support,,,HELP!
