taskbar problem

my taskbar is two lines thick and I can't get it to go
down to the size of one bar. I have placed my pointer to
the top of the bar when the up and down arrow comes on
and hold the left mouse button down to see if I could
move it down to normal size, no luck.
It eather goes totaly out of site or I can make it bigger.

The lower part of the bar shows what windows are open and
to the right it shows files and folders.

Close most programs, then drag the gliders (the small vertical, bumpy
silver lines) left or right so that fewer Quicklaunch icons are displayed.
Takes some practice. Then grab the top of the taskbar once again, and
attempt to move it downwards.
