Taskbar popups, how to stop?

I am using XP Home SP-2 with the latest updates.

When I download something, or connect to my ISP, etc. a message flag pops up
from my desktop taskbar. How do I stop that behavior?

It depends on what program is causing this to happen. What does the
message flag say?

I thought it was a XP taskbar feature. I'll check next time. It is usually
"download finished" or similar.

This sounds like it is coming from third-party software, not Windows.
