Taskbar loads slowly ???

Whenever I restart the computer, or turn it on, the
taskbar always loads really slowly and it takes a couple
of minutes before I can click on anything on it. I also
can't laod System out of Control Panel/Performance and
Maintenence. Can anyone help me here? Microsoft will not
give me free support because I bought Win XP OEM (Built
my own system)! Thanks Michael H.
