taskbar fubar

i'm having this oddity with the taskbar whereby the minimized apps on
the taskbar flash when clicked rather than restore. i either need to
click it several times or alt-tab. it just developed this behavior for
no apparent reason (no new apps installed or other obvious change to
os) - what's going on?
