Taskbar and startup menu

Running Windows XP Professional on desktop PC.
Problem - When I restart windows, after completing startup, desktop and
related icons show up, however, the taskbar is not visible. It seems to be
related to the task "explorer.exe" (not internet explorer) in taskmanager.
