Task Scheduler TXT File

Can anyone please let me know how to clear the Task
Scheduler Txt File I have tried everything I know and I
cannot clear it I have even tried to Delete the File then
create a new Txt file but I get a error telling me it is
being used by another person or program

Can't delete it as it's being written to by the TS service. Disable it on the Advanced menu.
