task scheduler not working

had a problem with norton internet protection 2004, it stopped working due to
an internal program error, after seeking help with norton it was discovered
that task scheduler is not working. I have been told that this is a windows
problem probably due to a hacker , so they cannot help me ! can anybody help
me on this one ? I cannot reinstall norton until this is sorted ! any help
would be appreciated , thanks in advance.
 
To repair all system files, go to Start/Run, and type: SFC /SCANNOW
