Task Manager

I have a question. My Task Manager is gone. When I presss <CNTL> <ALT> <DEL>
to reboot my PC or to stop running some applications, I get the pop-up Error
"Task Manager has been disabled by your Administrator" What's up with that?
And it doesn't give me a hint at how to get it back.
