Task Manager

Here's the deal- whenever I hit CTRL-ALT-DEL I get the message, "Task
Manager has been disabled by Your Administrator." This is, of course,
ridiculous, as that is me and I did no such thing. Can anyone steer me in
the right direction so I can re-enable it?
