Task Manager not working

When I hit Ctrl+Alt+Delete my task manager pops up for a
second, but then closes, and then will not come back up.
Can someone please help me?
 
I have the exact same problem. I scanned my system with
Norton and did not come up with any virus's. Any other
suggestions?
