Task Manager/ Memory Meter

For some reason anytime I push control+alt+delete, a
memory meter comes up. I can't end any of my programs
that are running. I have no idea how to go about fixing
the problem. I thought maybe it was a program so I went
to see if it was a program i could uninstall but I didn't
see one. Any help would be great. Thanks
 
Double-click on the top border to see Task Manager's menu.
