Task Manager Hijack?

Did this system's task manager get hijaked, or is there
some wierd setting changed?

When I ctrl-alt-del, it brings up a plain cream-framed box
with 2-3 programs running, and nothing else - no normal
windows frame, no window title, no tabs.

It does have an end task button, but that does me no good
if it won't show the processes. There's also no way to
close the window.

I looked in the sys32 file, and the dates on TaskMgr.exe
are fine...

Try double clicking the edge of the Task Manager.
