Task Manager KEEPS on disabling

Gang,
There are 2-issues here that may/may not have to do with one another, so
here goes:

I recently tried Ctrl+Alt+Del to bring up my Task Manager (XP Home) and
received a popup window that stated "Task Manager has been disabled by
Administrator" message. Hmmmmm, being as I'm my computers administrator I
don't remember doing this....hmmmm. So....at about the same time my AOL
SpyZapper says it has found "Netspy Keylogger" spyware, I block it, then
delete it. I re-enable my Task Manager and Ctrl+Alt+Del produces the task
manager...Yea! Then about an hour later, Ctrl+Alt+Del produces the disabled
message, and "Netspy Keylogger" has reappeared...hmmm...This happens over and
over and over....

I am running Symantic Antivirus, running AOL SpyZapper, ePestPatrol Spyware
software, Spybot, Adaware, and now have DL'd Microsoft Defender which is
currently scanning as I type (found nothing)...running MS Malicious Software
Removal Toll now....ePestPatrol has grabbed the KeyLogger each time I run
it., and AOL SpyZapper has grabbed it a couple of times too..but it KEEPS
COMING BACK!!!!

Netspy Keylogger is commercial keylogging software. It didn't get onto
your computer all by itself. You need to think about how it got there.
A quick Google for "remove Netspy Keylogger" brings up quite a lot of
sites, but I know this one is legitimate and the instructions look
good:
