Task manager...HELP!

when i open task manager with Alt+ctrl+delete... there is
no bar at the top that says file view edit... etc. i was
wondering how i get it back. on the other users on this
computer have the toolbar... hwo do i get it back??
 
Click on the frame of the task manager. The other users
have their own settings.
