Task Manager Disappear !!!

Hi all,
When I Rt click on the task bar and click on the 'Task Manager', or press
'ctrl-alt -delete' - nothing happened !!!
Using the following link (found here by Mitch )
http://technipages.com/article52.html did not help, and also tips by
Ramesh Srinivasan - given here - nothing.
So, how can I get my task Manager back ?

Scan your system with latest virus definitioned antivirus.Run it in Safe
mode.

By getting rid of the virus that is blocking it from working. This is a very
common scenario with many bugs. Update your antivirus software and run a
full system scan in Safe mode (see tips at http://rickrogers.org/fixes.htm
on getting into safe mode). You will also find a way of creating an
emergency version of Task Manager here:
