Task Manager Disabled

When I Ctl-Alt-delete I get a message that the administrator has disabled the Task Manager. And when I right click on the bar the Task Manager selection is grayed out. I am the administrator and I never disabled the Task Manager because I wouldn't know how to. Can someone please let me know how to enable the Task Manager. I have ran anti-virus and I don't have any know worms.
