Task Manager Disabled by Administrator

Logcabindreamer

I can't get my task manager to work. I removed a bunch of
old programs and stuff and now it says that the Task
Manager has been disabled by the my Administrator(me).
Tried reinstalling xp but still does the same thing.
Anyone have any ideas how to solve this?
Could really use some help.
