Task Manager and background programs

My computer is greatly slowed down with some program
taking CPU time. When I open task manager, there is no
program in the listing that shows up taking the CPU
time. It shows everything being task manager or idle,
but the total CPU percent in use varies between 1% and 30-
35%, constantly shifting every 1 second or so. Whatever
this process is doens't allow even the speakers to work
properly (delays in sounds sometimes). What is bizarre
is that this happens every time I turn on the computer
but usually (but not always), this process is not going
on if I restart the computer.

Help, I am frustrated.
 
Sorry Ed, not an answer, just a ME TOO!
XP Home edition and HP pavilion ze4111s laptop.

The sound problem is aggravating in games (Commanche4)
where everything grinds to a halt.

Don't s'pose this is an overheating cpu is it?

ALSO

Anyone know how to stop programs listed in registry (but
not in any of the 3 Startups) starting-up with Windows?
