You mean to the Quick Launch Bar? Left click and hold, and drag it down;
then release. By default only a few of those available are visible, but you
can drag those you use most to the visible area on the left. Show the rest
by clicking the two little arrows.

PS. If the Quick Start bar is not there at all, right click anywhere on the
Taskbar, click 'Toolbars' on the pop-up menu, and click 'Quick Start'.
