I am running XP Pro and accidentally created a second Task Bar at the bottom
of my screen. How can I get rid of it?

What do you mean by "a second Task Bar"? You can only have one Task Bar.

Do you mean that the Task Bar is two lines high? (If so, it's still one Task
Bar).

If so, note that the task bar is resizable, like a window. Put the cursor on
the edge and make it turn into a double-headed arrow. Then click and drag it
to the size you want.

If it won't resize, it may be locked. In that case, right click on it and
uncheck "Lock the Taskbar," Then try again.

Also note that if you have toolbars on the task bar on multiple lines, you
won't be able to reduce the task bar size to fewer than that number of
lines. Put all the toolbars on one line first.

You are right - I have one task bar 2 lines high. The task bar is unlocked
but I can't resize it. All of the tasks on the left side of the bar is on
one line. The items on the right side of the bar is on 2 lines. I have tried
to drag them to one line but it won't let me. Any other suggestions?

Never mind. I figured it out. You have to drag the resizing bars up. Da!

Unlock the taskbar
Right click on taskbar > Toolbars > Uncheck all
Try to resize the taskbar

If that doesn't work then try :

Line :99. Restore the Task Bar to Default Settings
