Task bar problem

My desktop task bar is top screen and on one computer XPPro the address bar
is under the quick view icons which I like very much.
However on another computer it is squeezed to the right of the task bar.

How can I move the address bar to be full length under my quick start
toolbar like it is on my office computer.
 
Right click taskbar, unlock taskbar, drag the 'dotted
vertical line' next to the address bar to the left, then
lock taskbar.
