Task Bar Pop-Up Lock-Up

I, like most people, occasionally get pop-up messages from my task bar, which
I like because they are helpful in keeping me informed as to what my computer
is doing. However, on occasion, the pop-up messages, when manually closed
more often than timed out, will lock the start bar in the open position. I've
tried exiting the program that causes the pop-up, I've gone into the start
bar settings and set it from auto hide to lock and back again, but nothing
works. It wouldn't annoy me if I had the start bar in the regular position at
the bottom of the screen, but I have my start bar on the right side
vertically because I use a lot of programs at the same time, being an artist,
so it gives the programs more space on the start bar.

I'm tired of having to restart my computer every time it happens.

Please help!

Get Ubuntu. It has the option of two or more desktops and doesn't have
the "reboot to 'fix'" crap or a constant barrage of pop up messages.
Check it out a www.ubuntu.com. It's free.
