Tablen of contents - changing default from Control+Click

I've created a table of contents and my system is
apparently set up so that all I have to do is click on a
TOC entry and the system takes me there. I've seen other
set ups where the user has to use Control+click to access
the hyperlink. Still others I've seen have no hyperlinks
at all. What I'd like to know is, "Is there something
thatg has to be done to make the hyperlinks active?" and
once active, how can I select a direct click or
control+click
 
Here's the deal:

1. In Word 97 and earlier, only the page numbers are hyperlinked. If you
click on them, you go to the page.

2. In Word 2000, the entire TOC entry is hyperlinked by default (and there
is no provision in the UI to change this), and if you click anywhere in the
entry, you go to the page. If you don't like this behavior, you have to
display the TOC field code (Alt+F9) and remove the \h switch.

3. In Word 2002 and 2003, the entire TOC entry is hyperlinked by default,
but there is a check box in the dialog to disable this behavior. It's
somewhat misleading, since it appears below the "Web preview" and is labeled
"Use hyperlinks instead of page numbers." If you forget to clear the box,
you can still accomplish the same thing by deleting the \h switch in the
field code.

4. To make it easier to edit the display text of hyperlinks, a further
refinement was introduced in Word 2002 and 2003, the requirement to press
Ctrl while clicking to follow any hyperlink, including the ones in TOCs
(page number or entire entry). When you hover the mouse over a hyperlink,
you get a ScreenTip instructed you to "CTRL + click to follow link." You
can, however, restore the behavior of previous versions by clearing the
check box for "Use Ctrl + Click to follow hyperlink" on the Edit tab of
Tools | Options.
