Hyperlinks to TOC at bottom of every page

How can I add a hyperlink to the TOC at the bottom of every page of a
document? Placing the hyperlink manually in the main part of the page works,
sort of, but it gets jostled around when I make changes to the content on the
page, and I have to then manually re-locate the hyperlink. I also tried
placing it in the footer, which keeps the hyperlink from wandering around on
the page, but it requires mulltiple clicks (to open the footer, then to
activate the hyperlink) which is inconvenient. Any suggestions?
 
If you activate the Web toolbar, which you can place at the bottom of the screen, then using the TOC to hyperlink to an entry in the
document will activate the back arrow. That may be all you need.

Otherwise, you'd need to create a textbox whose layout is formatted as anything other than 'in-line' or 'behind' the text and laid
out so that its position remains fixed on the page (ie not 'move with text') and do this for each page.

The advantage of the first approach is that the link button is always visible, regardless of where you are on the page and the page
zoom factor.
 
Thanks! I like the textbox approach, but is there a way to "lock" the
position of the text box so it doesn't accidentally (or maybe deliberately)
get moved by a someone else who may be using this document?

In addition, Word 2003 (maybe 2002) and above have a GoToTOC button you can
add to a toolbar or the QAT.
