Table of Contents Woes - Not lined up correctly

Please forgive me. I'm brand new to web design and find it extraordinarily
frustrating. This one should be easy for you guys to answer.

I have created a TOC based on navigation. Here's my basic structure.

I have two navigation bars. The one across the top is on the "global" level
and includes "Home : Site Map : Contact". The other is in a frame on the
left hand side on the "child pages under home" level and includes "Profile :
Business : Links". "Site Search" is an interactive button.

When you preview in a browser and click site map, here's what I get:

-index_files/filelist.xml
-Site Search
-Profile
-Business
-Links
-Site Map
-Contact

Why are all my pages showing up on the same level? Second, shouldn't the
Profile, Business, and Links show up indented under the home page since the
nav bar that includes them is a child?

The TOC bot does not use the nav view
- it can be applied based on a starting page, like you home page
(w/ all pages linked to that page)
- or using FP categories assigned to your pages
