Does anybody know of a piece of freeware which will simulate tables in
text file using things like pipes '|" and underscores "_" for the cell
boundaries?

I believe it's called a "keyboard". :)

Seriously, create one with blank rows and columns - just the pipes and
underscores. Save it. When you need a table, load it, save it to a
new name, turn off Insert and enter data.

Perhaps s/he has a csv file or html file that s/he is trying to convert. A
text editor with some sort of reasonably sophisticated search and replace
function might do the trick, say Notetab Lite.

QEdit has programmable macros, if there's still a free version
available, and would work nicely for that. (I no longer have 1.36
which, I believe, was the last free one. Or it may have been an even
earlier one that was free.)
