tab to increase numbering not working

I have a user who is using outlined numbering. When she goes to the
beginning of a numbered line and hit the TAB key, the outline numbering does
not go up one level but the tab is inserted between the number and the text;
similar thing is happening using SHIFT+TAB to decrease a number level. I'm
assuming there's a setting somewhere that's been turned on inadvertently.
Can any one help with this issue?

In Word, click on Tools | AutoCorrect Options | AutoFormat As You Type |
check the "Set left- and first-indent with tabs and backspaces" box | OK.
