TAB Stop

I have created a form and use the tab stops to navigate from one field to
another. My problem is that I set the TAB Stops in a certain order and they
won't change they keep jumping back to what they were or something entirely
different.

Is there a way to force the order on tab stops?

It's hard to say, but... this sounds like a problem setting tab order for
controls contained on a Tab control.
In design mode, you must select the individual Tab Page itself (Click the
name tag and you'll see it highlight) before you arrange the tab order for
those controls contained on it.
