Tab order not holding in multiple tab form

I have been using a one page form for some time now with no problems with tab
order. I have recently added two pages to the form. The tabs on all three
pages do not hold their order any more, no matter what I do. I have played
around with the Cycle property and also the tab order in the View menu to no
avail. The fields jump all over the place. Pages 2 and 3 of the form
contain fields I cut and pasted from page 1. I suspect this has something to
do with the problem. Can anyone assist?

In addition to the tab order in the View menu (that's for the form), each
tab has its own tab order (right-click on the tab and choose tab order)
