Systems is extremely slow to launch programs or files

my system is now extremely slow - taking 2-3 minutes to
launch applications and files from explorer. This is a
new problem probably related to some corruption when
someone deleted a user profile.

It even takes 30 secs to swicth back to the desktop from
the taskbar.
