systems configuration

My computer is running slow when I start it up so I went to system
configuration and went to start up and disabled all. It didn't seem to help,
but it didn't seem to do any harm either. Then when I turned on my computer
the screen during boot up when blue with a beep sound, anyone know what
happened?

You wrote "the screen during boot up when blue with a beep sound".
Can you elaborate what this means? Does Windows still load until
you see the desktop? Can you boot it into Safe Mode?
