system wont go past black screen

I am using a pc that was working fine and went to start it up and goe
through the memory check then goes to blue screen with options to rese
or repair. But whatever u press nothing happens and u cant get into bio
to acess pc to set cdrom to boot up! Im well stuck on this on
 
Unplug computer,remove battery,locate the CMOS jumper pin on the board
and move from 1-2 position to 2-3 for .30 seconds or so,then back to 1-2
position,replace battery,start computer.You'll get directed to the BIOS on
start-up,all settings are as they were from the factory....
