Why does system volume restore always have the most
fragmented files when I defragment?

SYSTEM VOLUME INFORMATION is a folder used by the System Restore and
the System File Protection. Because the System Restore will create at
least one Restore Point a day fragmentation in this folder cannot be
avoided. However, because the data is not accessed by your
applications, defragging does not do much here so if this is the only
fragmented data you can leave that alone.
