When I run some programs such as task manager (this is where I first noticed the problem), msconfig and regedit they open and run and then shut down automatically. The problem does not occur in safe mode. In safe mode I did use msconfig and started Windows raw, but the same bug is present

Any ideas would be helpful

You may have a Virus, Check here.
Start/Run/gpedit.msc. User Configuration/Administrative
Templates/System/Crtl+Alt+Del Options. In the right pane double click Remove
Task Manager and enable it.

Also, if you have disabled the Alerter Service, CAD will be disabled. If
neither of these are the case and the Task Manager only opens for a few
seconds, then closes:
