Windows utility program close automatically

I have Windows XP SP2 on a Dell Inspiron 600m. I have a problem that if I
open task manager, regedit, msconfig, event viewer, or services the program
will display on the screen for a second then automatically close.

If I open in safe mode the program runs fine.

I have run spybot and adaware to remove spyware. I also uninstalled McAfee
and AIM, but the problem still persists.

Lastly, I saw a event ID 1517 when in safe mode. From there I saw a note on
the UPHClean tool, but that has not solved the problem either.

Has anyone seen this?

I am having the same problem with a Sony Vaio laptop, if I get to the bottom
of the problem I will let you know.
