[System tray] notification customization not remembered

About 80% of my customizations are remembered for which icons to hide or
show in the sytem notification area (aka system tray). I'll configure
an icon to "Always Hide". Eventually I'll notice it is shown. When I
check under customization, it is configured "Hide when inactive". That
is NOT how it was configured. It WAS configured to *always hide*. When
I happen to go back into customization to fix this one icon, I find
several others have changed from "Always hide" to "Hide when inactive".
Also, when changing them - again - the interface gets screwed up in that
it doesn't reflect when I just selected. I'll select one icon to be
always hidden, then proceed to the next, see that the setting for the
prior icon is always show or hidden when inactive and when I click on it
THEN it shows my just changed selection of always hide. I'l also notice
that the customization list doesn't always reflect the correct Name for
an icon. When customizing, it'll show "Norton Internet Security -
Disabled" when in fact this is enabled. If I click on the icon in the
system tray (to bring up its context menu) and then look in the
customization window, now it's "Norton Internet Security - Enabled".
This occurs for several icons which include a status or state in their
Name.


I know what *I* want to show up in the system tray. Why is it so damn
difficult for Windows XP to remember its settings?
