System Standby - Can use many ideas

I have my screen saver set @ 15 minutes. No matter what time I set for
system standby, 15, 20, 25 minutes etc. It does not go on standby mode for
at least 25 minutes after the screen saver comes on. Turn of monitor and
hard disks are set for 'never', but it makes no difference if they are set
to a certain time.
