System Retore won't function

Since installing new hard drive and NEWLY purchased
(full) copy of Windows XP Pro complete WITH Service Pack
2, my system will not hold System Restore points. I add
new restore points but when I shut PC down and start
again, the System Restore points have diappeared. What
gives? What is the fix?
