System Restrictions in Office 2003

Just uninstalled Mozilla/Firefox after an aborted install. Had to edit
registry to delete all Mozilla/Firefox references.

Now when I try to jump to a hyperlink from Outlook or Word, get an error
message saying "This operation has been canceled due to restrictions in
effect on this computer. Please contact your system administrator."

Anyone know how to correct this problem?
